Nintendo owns 100% of Bayoentta 2. Sega doesn't own it nor can decided what to do with it.

Just like KOEI Tecmo can't port Fatal Frame games Published by Nintendo anywhere else because Nintendo owns the later games after IV.

Doesn't matter. The Switch is priced as a home console and has games built with a home console in mind. Sure Japanese developers, publishers and gamers will see it more as handheld.

There two side to it. Console/Handheld for the West - Handheld for Japan

No. The PS4 came out in February 22, 2014 in Japan. Wii U came out December 8, 2012 in Japan.
So that can only apply to the Wii U.
