False. The moment Nintendo release Zelda OoT 3D. 3DS sales started increasing. It skyrocket the moment the price drop came and Super Mario 3D Land and Mario Kart 7 launched.
And from 2012-2014 the sales were very strong.
This is year has been quite slow though but the later half will be strong for 3DS.

I didn't mention PS2 because it didn't make it mainstream. The PS2 made gaming more broad appeal.
Because gaming was already mainstream at that point.
And Thanks to the NES keeping alive it and SNES, Genesis, PS1 and N64 making it more mainstream.
