I think only the promotion is available in NA, but they will eventually release it everywhere, because you're right the DLC should be available everywhere.
I don't know, I hope they'll do the promotion elsewhere as well so everyone can get it. But promotions are weird like that sometimes.

Yeah it sucks big time. The last pack was released, but now this one is completely unavailable even if you by the upcoming complete addition. That just sucks.
Oh yeah definitely. And I really enjoyed the Jack the Ripper DLC. Had more of a dark flair to it.
I love commentary DLC, I think it fits perfect with a game like this.
The controller one for kids is something I use in real life, haha.
Syndicate ended up being one of my favorites in the series.
