Except on shit loads of computers at once. Mostly probally due to Botnet.
Since most homecomputers dont have adequate antimalware programs, they could be on right now running the command. Zombie attacks are easy to do, and require little know how.
There is ways, you send back reply packets of 0. Only problem is you have to do it fromy every IP address of atleast once that is pinging.
Technically you can trace the Ips and attack back But But But
most bots are on household computers infected with malware, so reprisal can face backlash (innocent computers).

You can black traffic from any Ip the only problem is determining what traffic is doing what where there are thousands of tcip connections at once.
