The SP3 was delayed for public release as optional download via Windows Update, not everywhere. The links for download are live, and you can install it without any problems. The only problem can arise on some configurations.
WoW TBC sold 2.4 million copies on its release day. 610,000 in UK only is not bad, but we need to see the worldwide numbers.
And WoW WotLK is coming later this year, I don't want to imagine how many sells it is going to have on its release day.
Blizzard is currently working on three games, WoW, WoW:WotLK and SC2. I am sure they are quite busy with these games. (although they are working secretly on something... this is what every studio does)
Maybe they will announce D3 after they finish WoW WotLK and SC2.
