Time = Money, the time it takes to render a single HD object is far higher then the cost of rending an entire room and some buildings in the PS1 era.
So the reason I said cost is not due to the cost of packaging the game, but the cost of scaling the entire world of FFVII into an HD era, with the same level of content is not the package. But the time in development with salary of each person rendering, THAT is where development cost comes from.

I really could not imagine making the game in a single go around due to how massive those older FF games were, and with dev costs being higher now then it was back then, this game would have to be in development for 7+ years minimum. And an insane development cost racking up over those years.
I would have loved to have gotten a complete, single package. But at the same time I understand why they did it.

Truth be told, this may be one of the few ways to make the game with all the same level of content it had before, cinematic moments take allot of resources, and it would be likely they would have to boot some moments out. While they could do it all in one game, it would take 7+ years to recreate the same level of content that was in FFVII, and cost tons, this way the fans don't wait as long and SE gets the same level of content and more money.
