Yes, the OP's can be unlocked with in game currency, normally takes about 4 days of serious play to get a DLC OP.
All maps are free, and since the mode (Outbreak Zombie thing) is a timed event, I'm assuming it will be free as well, but they have never done a mode like this so it's unknown.
