I hate to be the one to point this out, but the real reason for 0.1 point less is the fact they changed their grading system last year (midway through if I remember correctly, so after the release of the 360 version). They only do whole numbers and X.5s now.
I've been following them since 2004 (not that long compared to you, I know) and more so actively in the past two years. I'll admit that I don't know what their views on the PS brand were back in the PS One era or PS2 era, but I can assure you 100% that they are totally positive in the PS3 era. I don't know what it is with people going about IGN's alleged bias against PS3 these days, but you all sound absolutely MORONIC. If you paid ANY attention to IGN's editors, you would know it houses some of the most devoted PS3 fans, two of the biggest being Greg Miller and Colin Moriarty (who reviewed Mass Effect 2!)!

Those are the core gamers I had in mind, yes. The reason why I think they won't be interested in OUYA (like I say under the Accessibility point) is that the games they play are on PC which everyone living soul has basically. That is why core F2P titles work on PC. They don't want a console, because they don't need it.
