If you are talking about recorded gameplay footage, I don't think the XB1 console is even needed, as those are store on the Azure server in the cloud if I'm not mistaken.
If you are referring to games streaming from XB1 to your PC and Surface Pro, phones etc..it is local net...
Sounds good. Between this and that Hologram tech, MS is sure stepping up the plate on gaming at full steam.
Can you link me to the part where it was noted that you need gold to do xbox one game streaming to PC? It won't be require as it is just like any media remote streaming in a home network setup.

J/k, I know you will still require to run those games off a PC but it is nice that that option of streaming goes both ways. Windows 10 looks and sounds awesome so far. I imagine I could stream Steam games from the PC in my room and play it on a 52' inch TV in my living room with a XB1 controller. Sounds awesome.
Hololens looks like a game changer. That tech and minecraft will sell consoles and eyeware by the buckets. There are no other IPs that Morpheus or Oculus have that can counter that. Well timed and played MS, with the Minecraft purchase.
As of right now, it is only through local network in the same home.
Sorry, you still need an xb1 console and games to stream it to your windows 10 PC/laptops via local wifi network.

Ori is also scheduled for March as well and I think State of Decay on XB1 is also a Spring release. Definitely some cool games coming in the Spring for XB1 gamers Along with the trio of Third party games in Evolve, Battlefield Hardline, and Witcher 3.
The latest one I am hearing is Uncharted 4. If that Naughty Dog fails to deliver, then 1080p and 60fps on PS4 are never going to happen...not with large budget games anyways...indies..sure.
EA access is pretty neat as I got to play Dragon Age for about a week early and all my progress and saves were transferred over to the disc version. Mass Effect 4 and Battlefield 5 will be awesome for EA Access member on XB1 as no doubt those games will follow the same path. Great work EA/MS.
