You dont know what youre talking about, Gear 5 doesn't run automatically with dyn reso enabled, CHECK the window resolution scale setting.
The window resolution scale setting at 100% for me and easy 4k 60 fps max setting.

PC is, already, the next gen platform. You should check the RDR2 graph on pc in 4k versus current gen console. It's like comparing a ferrari to a hyundai. I can't imagine how powerful next gen graphic cards coming next year from Nvidia. PS5 and Scarlett will be based on current gen AMD cards, the 5700, not powerful.
