they have talked about the DLC in every ad for GTA4 and every press event they had. THAT what they paid for, the hype of it. to go to PS3 owners and say "we have this and you dont".
if Rockstar can make a new city for the DLC (which they said they wont) good for 360 owners but you have to think of how long something like that would take to make and I dont see it happening.
if it took 3 years to make Liberty City I dont wasnt to think what a SA made in 6 months will look like.
and sice Houser already said it would just be set in liberty city I dont know why this rumor is still going
