I'm confused about the all PS4 will support HDR(streaming was stopping on me) what does it really means?

1. Maybe I might present this wrong, but let's say Scorpio/NEO never existed and the current PS4/Xone power is the only thing we have. Now based on Scorpio and NEO specs, would those be considered a proper next gen upgrade?
2. Feeding off comment 1, how big of a power upgrade do PS5/Next Xbox must be best on 6tfs of Scorpio to be considered Next Gen?
This would of been cool if the combat wasn't RPG style.
