Did anyone wonder why MS didn't put much effort in marketing Xbox 360 in 2009 (they even *raised* the Arcade price in Europe)? That's because they moved all their marketing budget to 2010: this year you'll see them pushing the 360 like they NEVER did before. They keep saying this will be the bigger year for Xbox 360 because they clearly know the kind of effort they're going for.
Well I think it's a given that it will arrive on PS3 sooner or later... I think their problem is porting the previous game first, and it could take some time.
