Yes. Better than FO4 for me. 4 was a giant disorganized mess. OW does quests so well and like New Vegas, there is a lot of grey decisions. But, it doesn't have karma designed to fail you. You can pretty much play how you want, and so long as you don't go on a murdering spree, you won't botch anything. You can legit play the entire game killing everyone though which is a cool level of freedom if you are a true devil.

No, they become downed in combat, unless you play on Supernova difficulty. But if they aren't your companion or in your company yet, I think you can murder them. I did a fun run on the 1st world's last big quest just to see what would happen, and I just killed everyone and got off the planet without doing anything for anybody. This game really gives you a ton of freedom to explore or pillage.
Steal if you want get caught. No Karma as far as know (lots of stealing may be a Flaw though).

I didn't hear the "because" but I did hear Ghost was looking at a late summer release. It's never been given a release date. Maybe it can take the February/March time frame and steal the show.
