No they don't. People have the option of buying the game and keeping it if they are satisfied with how it runs on their machine or refunding it if they are not.

Yes. It's the same reason Rocket League runs at 120fps on Xbox but not PS5. The PS5 is more than capable of doing it. For some reason Sony won't let it.
