When Gears of War came out it had been like 2 yrs(?) since 360 came out and Epic had obviously gotten accustomed to the hardware. You might wanna compare Resistance 1 to Perfect Dark Zero which was a launch title for 360 (I think), and you will see who is the better developer...
Besides if u wanna compare games compare "Uncharted: Drakes Fortune" with "Gears Of War" not because of genr...
