PC Programmers can't work on the 360 version...they're not paid to do so. EA publishing is GREAT news for console fans though. They're right in the respect that if a company is going to develope for both systems...it's better to port from PS3 to the 360. This isn't because it's easier. It's because it only makes sense to develope for the more advanced system first.
