nope, smartphones tablets and pcs arent a threat to consoles and never will be, tablets and smartphones cant even beat ps3 and 360 yet, not to mention the massive amounts of ram these new consoles have and pcs arent all the same strength, most ppl have crappy pre built desktops and laptops so nah nothing to worry about for the consoles

I game mostly on my ps4 I have a pc and play some games on it but I dont use it for many games much anymore its low end and I still play on my ps3 and 360

We will see, though xbox ones performance will improve, anyways and consoles are so effecient not just because of coding to the metal, but because developers know what they are targeting on consoles due to the consoles all having the exact same hardware in them, in pcs its different because of all the different hardware setups, thats something you cant change
