He seems to be confusing developers, with publishing.
The cost of porting is negligible compared to the cost of initial development. All your doing is tweaking code, not completely re-imagining your assets.
As an indie dev myself I know dam well where the costs go in development, and it aint in code.

All of the Halo 5 content is free, might make it a grind, but it is free.

The game wasn't critically acclaimed. In fact it was at best a tepid reception.However fans hoped the game would deliver more over time however.

You need a gold account to get them, but yes, you don't have to own a XBO to get them. I started getting them well before I got my XBO and when I got it they were all there waiting for me.

Not sure what playing a game has to do with stating AO is the reason there isn't reflections, AO has nothing to do with reflections. The author of this article saw "mirror like surfaces" and thinks it has to do with reflections in mirrors. AO is a shadowing technique.
