I have 1 account and 2 8Gb mem card and have no problem with them at all
they are 2 different file, the update file is +300 Mb and the recover file is +800 Mb, if it work like PS3 then you need only download the update file
about the recove file i have no idea what is this for, maybe for someone who likely swap his HDD the first day he get the console or in case someone who brick his PS4 when he install update file
