exactly! I found Sephiroth to be disappointedly easy when you're at lvl-99 with everything on you, I even had to convince myself that he was the ultimate opponent but that didn't work and he fell all too easy which ruined the experience a bit for me.
I came to understood later about progressive difficulty which was missing at the time unfortunately.
