The ability to play as Bruce Wayne? How does that makes sense? The city is being evacuated, there are no citizens in Gotham (apart from some hostages), how the hell is he going to be able to free-roam in the city? It doesn't make any sense.
rocksteady said that the cut-scenes will be generated by the in-game engine and will not be pre-rendered, so they are in-game.
