The trailer is set around midnight USA time(EST or PST I'm not sure) so of course it will be released 12th in Europe . It's always been dated 12th in Europe because of the time zone differences !
So there is NO delay of the trailer!

If the games cost more to be developed ,then the price of the games will rise.Today 60$/60euro,next generation probably 70-80.No doubt about it.
But if the games looks like Beowulf(the movie) then it will worth

well... February 2013 is not soon at all.
Also Sony probably will announce the game soon because there was too many leaks,I don't see why they would try to keep it in secret . It's well known that the game is under development since GOW3...
