I don't think the devs are japanese, just there publisher capcom. If I'm not mistaken ninja theory is based out of the UK. IMO hevenly sword is underrated, Andy Serkis was unbelivieable Ninja theory may not have had the time
to make more campaign (really who didn't beat it in 5 or 6 hours) and feel satisfying, or add that extra layer of polish but my god they had an eye for the cinematic feel as well as the dialog,sound design,staging on and on those guys have talent.
