Game was done a while ago (back when Sony sent staff from santa Monica to help finish the game), Ueda then decided they game wasn't fun to play in its completed from so they scrapped it then started over. Due to the nature of Japan studio is development costs probably aren't that high.

The pub fund? Thats been around since forever. Its there to help smaller devs with the costs associated with making a game. They never hid that.
Unless you meant the money they give devs for the game being on PS+. Even then Indies have cited that policy as being a fair payment in exchange for missing out on potential sales, but can also work out better if the game wouldnt have hit sales targets.
Parity Clause. Even if they wanted to port it (which the probably do) MS would simply deny them the opportunity to release the game in the xbone because it came out on the ps4 1st.

Shi No Numa was probably the most influential of all the expansion packs. The 1st time you got to a hell hound wave was exhilarating and was one my top experiences from last gen.
They took the trademark out for it the same day as dragons dogma. They probably didn't want to have it over shadow Dmc4's revalation that Vergil was back. Now that we know, it'll probably be an e3 announcement.
