Seems it's due to resources as the developers would have to go through the same process like on the American PSN with submitting the game and waiting for approval etc. But Thylacine Studios has commented on reddit that they will try hard to still bring it to Europe, but nothing confirmed yet.

A release date never has been announced by XSEED Games so this news is ridiculous as the release date by Amazon is just a place holder and not the confirmed release date. And now saying that it would be released in December is also not true as now confirmation has been given yet.
If you still want to get a copy, there will be a freed up stock available on monday via their online shop but you have to be quick as there are only about 300 copies left. Best you follow their twitter account.
Virtue's Last Reward is also my favourite PS Vita game of all time. And a 999 PS Vita port would be awesome, we have to ask Aksys Games for that.
Yes, they already announced two other limited physical editions, Saturday Morning RPG and Cosmic Star Heroine for both PS Vita and PS4.
