Basically, this applies to people who wants to upgrade their HDD on the PS3, reformatted their old HDD, and still has the first 3.56 firmware that they released, it's most likely that they will have a paperweight PS3.
The problem that Sony did was they didn't let everyone know publicly that they released a second firmware that fixes it.
it does fix it but for people who doesn't have the original HDD and they didn't install the second 3.56 update beforehand, then that leaves them having a PS3 that doesn't allow them to reformat.
yea it's global. But it all depends on the region as to what time they'll get it. In North America, it's usually around 7pm-9pm PST
