Now a days its really easy.. Back in the day you had to work for it, now i can pretty much take any chip out of the box and get an additional 1ghz out of it.
Q6600 should get to 3.4 - 3.6 easily.
IMO you have to be pretty dumb NOT to overclock. Only thing I tend to not like to overclock is the video card. Some are better than others but usually if you just pick the right card you shouldnt have to unless you want that real high 3dmark score.
