That's because they have more Freedom, the amount of data the Blu-Ray can store and the visual capability of the PS3 when it's exclusive.

360 Version runs on another engine - modified crystal tools? I thought Crystal Tools was a Multiplatform engine? no doubt there has been some gimping and changes during development.

ME is not a true exclusive, some PS3 owners will have a gaming PC and not a 360 so its a win, win... Oh yeah 360 has no Exclusives, thanks for Beta Testing GTAIV DLC - even though I'm not even interested.
