No I don't think so, it's very good but no that good. The Last of Us, Bioshock, Mass Effect 2, add Batman Arkham Asylum.
I think The Last of Us holds that title with Bioshock being a really close second.
Edit: Oh, the Tanker in MGS 2 is the best opening this franchise ever had.
