I'm a HUGE Gears fan, and tbh, the First 2 hours are the "worst part" of Gears 2. I quote that, because it's not actually bad, but compared to the rest of the game... it is pretty meh. Gears 2 really excels late Act 2-Act 5. Act 5 is simply insane.

Yeah I didn't care much for this game before, now after playing the beat, I gotta say, it's pretty damn fun.
Of course they didn't, it's an expansion to Halo 3. It was developed by a small team in 12 months.
