No. Devs need to make the best optimized game possible on consoles.
It's okay to give options that don't affect performance though.
That's mostly what they do.
No doubt people will disagree because they think "options is good".
Sometimes it's not.
But in this case most options are just cosmetic. So that's fine.

It's a cniematic trailer made with the same engine that they use for the gameplay. HOWEVER: gameplay is interactive and a cinematic trailer is not. So in cinematics, devs can add a lot of extra stuff as well make the lighting perfect, perfect anti aliassing and high resolution.
They make everything with their engine. So yes, it's all inengine. But a cinematic is not interactive. So they can make these cinematics much more detailed in lighting, better anti aliassing, a higher resolution, etc.Gameplay will NOT look exactly as good as the trailer because there is just too much stuff going on at a high resolution, with perfect image quality.
Will it look similar? Yes. But no, it will not even look like exactly like the trailer on a high end pc (but ...
