The closest online store to do pre-orders is Shopto. They charge £0.01 and state "this is just to register your interest and put a place holder pre-order." until official pricing has been confirmed.

Or you could just go to "turn off system" and check the box to turn off automatically after background download. This way the PS3 installs the games right after download.
