Skyrim also does that and I love it. The skills you use are the ones that get leveled up.

So I'm guessing you have all Nintendo consoles since they have mainly games made in Japan.

Maybe not this gen but with this new Studios Microsoft is acquiring and has already aquired recently maybe Xbox will put out more game of the year worthy exclusives.

Like I said Personal preference, I'm not saying one is a better pick than the other, but I definitely think they both offer a valid reason to be bought.
Ps4 currently has better exclusives, Xbox has better game services like Xbox play any where and game pass etc.. and backwards compatibility. It all goes down to personal preferences.
