It sounds like another case of major-departure-from-the-first -game-itis, but judging from what the team are saying, it could still make a very good game.
At least in this case they're maintaining canon, they're just switching perspective and focus.

Did you even read what the guy said about the game? They're trying to show how bunt and horrible these things are - the kind of people that do these shootings are beyond a game tipping them over the edge, but it could give them a way of releasing that tension WITHOUT resorting to murder.
There's a chance it's just an oversight, but God willing, this could be the start of DRM being phased out.
