I totally agree. The number of times I have spawned literally a metre away from an enemy, usually infront.
Once, I kid you not, I actually spawned ON an enemy and slowly can't through him before I could move (in a similar way that you sink if you're in the air when a game of black ops ends). The guy was oblivious and I killed him but it just goes to show the spawns have to be sorted
