There is no PS3 version in development, it was purely a business choice by SouthPeaks and had nothing to do with MS. But there may be a PS3 version in the near future.
Just to play Devil's Advocate, I don't see it doing well when a HD console is priced cheaper than a handheld.

As of this moment Turtles in Time is a 360 exclusive but could possibly come to PSN in the future.
Looks a lot like Halo. But that's a good thing. It's a nice console exclusive the 360 has here. I imagine it'll play very well online.

Whine, whine, whine, that's all you PC gamers do. The game is cheaper then the console versions yet you still find a reason to whine. In all fairness each version should be priced equally.
Yeah Splosion Man, Trials HD, and Shadow Complex are all nice exlcusive additions to replace the loss of CC and Braid.
Honestly though, as much as I usually take IGN's opinion to heart I'll try the demo first.
