@Bigpappy PCSX2 disables several of San Andreas' post-processing effects, because it can't emulate them correctly (fyi, it does this for hundreds of the games it supports). That's why the title looks brighter/sharper, because it doesn't have the effects for heat-waves and camera over-exposure.
Of course it's debatable whether that's an improvement to the game or interfering with the "way the devs intended."
