I found a different method to fix this that is a lot easier, just activate the hardware in the psn - activate devices in settings then launch a psn related app and the agreement thing comes up
Its 3.3 gbs, but they released a patch that takes it up to 4.6 which improves stability greatly
It works so well on vita. I like it even more on the go, it suits the console even better than the pc. (my opinion)

First MS is not supporting indie developers and now they are trying to undo it by saying this? Making it worse! Ps4 for me.
