Oh my god, do you people pay attention? During the gameplay interview they addressed that same point. They said for the E3 demo they took out villages and NPCs because they didn't want to reveal parts of the story. Same thing that happened with xenoblade, everyone whined about how empty it seemed and look at how that turned out, it was a world full of creatures and things to find as well as places to explore.
