The publishers are getting paid for these as if they were bought at full price.
It's not about being able to play the game or not.
When I played Joe Danger, I had the developer talking through how they designed the levels right there next to me. I could ask him questions about the game, and he could answer them because he made the game.

First of all, have you actually read the full article, or just the headline?
I specifically go out of my way to name several example of developers/publishers that do a much better job that Ubisoft did. If Ubisoft did follow the examples of the indie devs, or the larger studious that send development staff to industry events, that would be a very positive change.

You have to get the Impulse client to download the game, but once the game is installed you don't ever have to run Impulse again if you don't want to (unlike steam where you have to launch games through the client)
Edit: You don't use the details you signed up to CD Action for Impulse, you create an impulse account, and then enter the code in. I'll clarify that in the post.
It was me that posted it, but yeah, I can reconfirm it. They did a similar promotion with Dark Messiah of Might and Magic, and Speedball 2 a while back, both of which are sitting happily in my Steam account.
