Indeed they can simulate it, but as long as they simulate it they will not achieve anything that looks like avatar in detail. I can clearly see what you are getting at, and I believe they will be better at simulating graphics like that. But there won't be a game in many (many) years that will have graphics at the same level as Avatar. Or even remotely in detail.
