The delay is unlikely because Driveclub is a launching game, the game looks great with beautiful scenarios, great cars and amazing day night cycle.
However if the studio has more time, then the result could be stellar. Driveclub is a nice surprise, but needs more work to reach the optimal quality.
Also the GT 6 or NFS release date is too close and can affect the sales of Driveclub.

Maybe they watched the amazing GTA V and concluded they need improve the product to surprise the audience, also the launch date was very close to AC IV and GTA V and this factor could harm sales.
A wise decision, the final product would be much better and wont have a hard competence.

To view 1080p video at youtube you need a decent connection (10Mb), for cloud computing the user would need almost 50Mb. However is a good concept.
