i don't think they ever planned to release it this gen to be quite honest. Red Dead Redemption 2 took the spotlight this gen and it makes sense for GTA 6 to be on the next big thing PS5/XSX.
Hopefully it's something fresh and more cartoony or Savage Starlight but I highly doubt it.

To be fair there was gameplay for majority of the games but the AC Valhalla segment was just very strange and mislead.
Second Extinction, Bright Memory Infinite, Ascent, Scarlet Nexus and Dirt 5 all had actually gameplay if I am not mistake and that Call of the Sea indie game as well.
What they should of said, here are some games we gonna be showing today with a mix of some gameplay and some games with in-engine footage. That's all they had to do.
