@ hicken, he didn't create jobs because he is putting to many restrictions on small businesses so they're not going over 49 employees, because the fine goes up at 50 or more employees for not providing healthcare for the employees and a lot of business are opting to pay the $2,900 fine rather than pay for the healthcare with the $5,00 price tag per employee.
