That isn't actually the case. Developing a "vertical slice" is what the industry does and that's what you saw. And they've already stated this year will be a year for preparation for FF VII.
Next year is when actual development starts. The game won't be out till 2019 I promise you that.
Early announcements are what need to stop. A game should be 75% done before they even think of announcing a game.
Look at Final Fantasy VII remake. That game won't be out until 2019. I have no idea why they announced it already.

I see crackdown getting delayed. and Possibly Hellblade. But I'm almost certain that after its beta.. The Division will get delayed into "HOLIDAY 2016"
