My personal opinion is that they will make the announcement at VGA 2014 that's why Pete Hines says that "we will not make an announcement any time soon".Also guys this probably will be the most busy year for Bethesda because they will release 3 games this year and they don't want to overshadow their other three games from a huge announcement that Fallout 4 is gonna be.So the perfect time for them is late December because all 3 games will be out and 2015 right now...
