People buy a $60 game like Black ops then the buy 4 DLC's packages that cost $15 each , as it's almost like buying another game via Xbox live.

It depends , because they way that xbox 360 first party Dev's got around this promblem was to make all the cutscenes real time there for there won't be space wasted on the disc with hd video content .
