As for warhawk, dedicated servers(by developer) are named like SCEA offical***/SEEE official *** and there are also some dedicated servers created by users. They support max32 players, not 24 players.
and more, you can tell apart them(dedicated server or non-dedicated) from the icons of each room in the browser.

Server browser is not only for dedicated server.
You can see tons of hosted(by players/users) games in the browser of warhawk, UT3, Resistance etc.
-Basically dedicated servers cost the developer money,
if users create a dedicated server, it doesn't cost the developer money.
