UT's game speed depends on server/host configuration.
It's just PS3 default setting is slower than PC's, isn't it ?

No, I can't. Currently, PSN card is only available in Japan.
Maybe next year, PSN card comes out worldwide.
I reccomend to grab the UT3 or Orangebox instead of GT5P.
I don't know excact date for the US, but I think it comes next early spring.
for Japan, date is Dec 12 , Blu-ray version(4,980yen/$46), Download version(4,500yen/$41).
and yes, I think you can DL from Japan store. if you have credit card, use it. if not, use Jananese PSN card.
